HJR 11                                                                       
A message dated April 9, 1999, was read stating the Senate has passed          
HJR 11 with the following amendment and it is transmitted for                  
consideration:                                                                 
                                                                               
SENATE CS FOR HOUSE JOINT RESOLUTION NO. 11(RES)                              
Urging the United States Congress to pass legislation to open the             
coastal plain of the Arctic National Wildlife Refuge, Alaska, to oil           
and gas exploration, development, and production.
